G-Sync Issues

Hey guys I have the dell s2417dg and a 1080p monitor non gsync connected to my pc. I enabled gsync and vsync via nvidia control panel and capped my fps to 141. My fps goes from 131 to 141 and fluctuates rapidly. When I turn vsync off in nvidia control panel I get a consistent 141 FPS. But there is slight screen tearing. Is this normal? I also had this issue with an old gsync compatible monitor but did not think anything of it.

 

Edit: forgot to mention, sometimes it will stay at a locked 141.....
