I mean it simply increases the refreshrate which should in turn improve input delay and responsiveness but not by a whole lot. Monitor overclocks like that are fairly easy so there isn't much effort required to do so if you want that small increase in performance.

So to make sure i understand 100% what you mean.

 

by overclocking to 165hz i should get better "response time / Input lag" ?

You will see your actions on screen after you press a button slightly faster yes. Now this is not to say that your actions go through faster after pressing a button it simply means you will see it faster because your monitor will refresh faster. Also I should note that between 165 and 144hz you the gains are very minor.
