Why is my gpu usage so low?

So, I have been playing many games lately and I noticed that my gpu utilization in the task manager was only 5% (While running games like csgo,dota exc). I have a ok cpu (it bottlenecks like 38%) and i am wondering if it is just my cpu or it is another issue. EDIT: (also my dedicated gpu memory is 0.8/8 gpu memory its 0.8/16 and my shared gpu memory is 0.1/8)

Need to use something else aside from task manager. You wouldn’t have playable frames at 5%.
