Strange Right-click Panel Problem

Does the menu work? Or does it just show up like that but you cant actually say choose "Gadgets" from the menu? So what i am asking is, Is the menu basically just set to say 25% opacity so you can barely see it? Also is it only on the desktop? Or is it everywhere? Is it in say microsoft office? What about internet explorer? etcc, test different programs so you can see if it is system wide or not.

I can use the menu if I put the arrow in it, and it looks like it's only on the desktop and the file explorer, say, only windows things

Did you use any Windows tweak tool of any kind?

Also can you give us a screen shot of your task manager, process tab list. I want to see if you have one of those tweak programs that puts stuff semi transparent.

 

I used CCleaner and Advanced WindowsCare
