Does lowest refresh rate matter?

It's the range in which your monitor can operate. Above that range it'll act as regular Vsync I believe, while below that range it'll duplicate/triplicate/quadruplicate frames. So if you drop to 40 FPS on the 50-165 one, it'll start showing duplicate frames instead, because it can't match the refresh rate of the monitor to the FPS.

Yea so its running at 80hz then but with 40fps so there is still no screen tearing.

So I shouldnt decide which monitor i want to buy because of that right? Because it doesnt really matter if you have 40hz and 40fps or 80hz and 40fps, with both you dont get screen tearing.

Yep, 40 FPS will cause it to go to 80 Hz displaying the same frame twice, 18 FPS would switch it to 54 HZ displaying that frame thrice. The second point is also correct 1 long 25 ms frame is the same as 2 duplicated short 12.5 ms frames.

Ideally u want to keep ur FPS as close to the max refresh as possible, not only for game smoothness but also to allow the monitor to maintain its fastest pixel response speeds, as many monitors end up with slower pixel response as the frequency drops. Resulting in more blur/ghosting.

 

Currently talking about this in another thread if ur interested in an example.

Yea i know that but there are some games like Arma 3 in which you have this kind of fps
