I have 16gb of ram however I'm only able to use 8gb for some reason. I know its not the motherboard. When i go through the task manager it recognizes all 16gb however it says 8 of them are hardware reserved what can i do to fix this, or at least see what the 8gb are reserved for.

What is your CPU and GPU?  Also are you using any fancy Storage or SSD programs like Samsung Magician? 

 

You may be letting your other 8GB act as a cache for some other program you have setup or in-use.

 

The other place to look if none of that pans out is in your BIOS.  Some built-in video options (for Intel/AMD CPU/APUs) will allow you to set how much RAM to set aside for video.

@GodSeph   That should answer that question for you, he's saying task manager does recognize the 16GB.  So sounds unlikely to me the RAM came unseated (but still worth swapping around to be sure).

If it's in the wrong socket it wouldn't be running dual-mode, but should still be available. It might be damaged though. Check out my link, could be an incorrect Windows startup setting.

I tried doing those a while ago sadly they haven't worked

Yeah then i i figured out what i asked and retracted my question. It was were i could find it memstat. Either i checked on MSI and my bios is up to date and when i ran memstat i don't think there is a problem i have some pictures of the bios and my control panel if youd like to see them

That is not an updated BIOS.  See here: https://www.msi.com/Motherboard/support/X470-GAMING-PLUS

You're on a 2018 BIOS, the newest is Version 7B79vAG  released Nov 2019.  Start by updating to that.
