good rig low performance

ive been playing a few games like gta 5 and rust but they seem to be worse than my laptop that i used to game on with something like a i7, 960m. rust runs around 60 fps with low settings and gta 5 runs around 50 fps with medium settings, and also changing the resolution for these games dont change fps what so ever. current rig is a ryzen 7 2700, rtx 2070, b450f, ddr4 3200 16gb ram

What resolution you gaming on? If it's 4k, these numbers are perfectly normal.

1920x1080 but lowering resolution doesnt change anything at all

50-60 fps, no matter what settings on change. maybe 70 depending on the area

You could use HWiNFO to see what your CPU usage and clock speed is whilst playing.

I have a suspicion that it's your CPU more than your graphics card that is causing this low frame rate.
