Which has the issue?

Hi, my mobo is not powering up when my graphics card is installed, if its not installed, mobo would power up. Mobo has a tinsy bitsy damaged pci e, so i thought mobo has the issue, my graphics card is 1000 bc old and had underwent several repairs, so i thought it is the issue, what do you think?

ummmmmmmmmmm.... the PCIE dmg and probably the mega amounts of dirt and dust....

once its cleaned, try again in the main PCIE slot. If still nothing, then put it in the next PCIE slot down.
