Denon Reciever not turning off TV with CEC

I have a Denon AVRX3600 receiver I had just bought. I setup CEC with an older sharp tv, it has aquous sync (cec), and when I turn on and off the TV, the receiver turns the amp on and off how we like it. But if we turn on the receiver , it won't turn on the TV. Which is trouble some because this receiver can be powered on and off with a Google Home natively, and that part works, but even using the remote to just turn on the receiver won't turn on the tv as well. Is there anything wrong with this? I do know CEC isn't really mature, but it should work and has for other people. I have also tried a chromecast, but that will only control the power for the TV.

I could put a chromecast on it and just setup a group for the amp and chromecast so they both turn on, but the Denon amp is classified as an "Alarm" and doesn't let me group it with anything in the Google Home App.
