Time to RMA?

I have tried everything except oven heating my graphics card.  It works perfectly and has 0 visual issues, but the fan does not spin on startup, with help from an external program or at all.  I have reset everything (DDU) and have taken it apart to check physical connectors.  I don't know if the issue is just with my system, I might be able to try it on a separate system to see if that's the issue, but otherwise, there should be no reason it doesn't function correctly.  Please help.

Mouse: gpro wireless | glorious model o2 wireless

Some GPU fans dont spin at all when it doesnt reach a certain temperature. try to install afterburner then tweak the fan curve

 

if it still doesnt spin, ye, RMA it.

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

GPU             : ASUS RX 580 Dual OC (Formerly ASUS GTX 1060 but it got corroded for some odd reasons)

Nothing at all 0 spin at any time.  100% Fan curve at 20C and all.

then yea, RMA time. Could double check to make sure the fan header is seated properly on it board. If not, then it sounds like a faulty controller for it.
