Upgrade Laptop

I have a Hp x360 Envy 15m-bp012dx i5 7th gen. laptop and it's just a couple years old. It's also a little slow and lagging on Startup. I read a review concerning this laptop stating the laptop uses Windows Creators Update as it's running software. Which, really slows the laptop down. They further explained by downloading an older version of Windows 10 made it run faster. My question is... Is that possible? I'd also like to know if I could somehow upgrade my laptop to an i7...

Any suggestions concerning this matter would be greatly appreciated.
