I recently built a new machine around the third gen Ryzen launch. Last night after rebooting it went into a loop of restarts. It will attempt automatic repair and then reboot again. I put a recovery flash drive in and it reboots when windows recovery starts to load. I've tried a different boot drive, isolating/ reseating ram and CPU as well as power connectors. I've also tried another video card and resetting the bios. The only thing I haven't tried is swapping out power supplies (don't have another one). The entire machine has new parts except for the PSU, could that be the problem?

How old is your PSU and are you able too enter bios?

I can enter the Bios, the PSU is about 5 years old with maybe 3 years of use

Tried a new power supply, still having the same issue. It did boot into windows for a split second (all to way to my wallpaper) then rebooted again.

Sounds like RAM. 

 

You can try using just one RAM stick at a time, on all different slots etc.

 

Before you do any of that reset CMOS tho. (by removing the CMOS battery for about 10 minutes)

No luck clearing the CMOS or isolating ram
