New Build - Suggestions Needed

I'm looking to build a new PC for gaming for around 900 USD.

My current build is an Intel Core i5 3340 @ 3.10Ghz, 8GB of ram, MSI AMD Radeon R9 380, Intel DH67VR Motherboard & a Corsair VS450W psu in a cheap 20$ NOX case.

I was thinking something like the following:

 

Intel Core i7-9700 

Deepcool CAPTAIN 240EX RGB WH 153.04 CFM Liquid CPU Cooler

MSI Z390-A PRO ATX LGA1151 Motherboard

Corsair RM (2019) 750 W 80+ Gold Certified Fully Modular ATX Power Supply

 

This would be $550 (pricing on PCPartPicker) and then all thats needed is a graphics card, case, memory and SSD (around 120GB, games/applications will be stored externally)

What would you guys recommend?

non-overclockable CPU on a overclockable board?

liquid cooler even tho you wont benefit one bit from it. 

and a 750w PSU that is way overkill.
