9700k is the better deal unless the price is significantly higher. It has better cooling without delidding (thx soldering) and without HT, so no hit from HT related vulnerability patches

 

that board is the worst of high end Z390 boards with highest VRM temperature (tho still acceptable) but without major selling points, and in general Asus' Z390 boards arent good deals at all due to their high price. Gigabyte and MSI (you'd be getting the Aorus Master or Ace of this budget) is much better.

 

3600MHz CL16 memory is preferred

 

2070 Strix probably cost more than a decent 2070 Super from other brands, while being slower.

 

678C's front panel is mostly sealed, it wont do well in terms of silent due to the fan speeds needed to make airflow sufficient

 

PSU's overkill (750w is more than enough for 9900k + 2080ti), but this is the least of the problems of this list

X62 is the best performing, DRP4 has the least chance of a fail (no pump involved) and least serious consequence (very unlikely for the heatpipes to leak their content, and even if they do there's very little in there that would drip since there's little to begin with and evapourate quickly)

So here's the question,

I am currently building a new spect up new PC.

This is what i have came up with

If you didint notice i dont have any CPU coolers.So this is why i need to ask you.

Witch one is gonna fit in the case and with the LGA1151 socket (CPU gonna be overclocked),and performs best,and features of them.So let me put the list that i was thinking of.

1:NZXT Kraken X62 Rev 2

2:be quiet! Dark Rock Pro 4

3:Corsair H100i PRO

So im up to you to have your Pros and cons and for your recomandations.

Note:Im using Thermal Grizzly Kryonaut 1g 1 g Thermal Paste on the cooler that i will be using.

DRP4.

Avoid any mechanical failures (aside from fan problems) and leaking from an AIO. It will perform just as fine as any of these other coolers will.

What is this type of memory CL16????

and 

about the cooler im scared about the clearence with the Aorus Master you recomanded

and i want to get flashy with a liquid cooler but i dont want to get leaking so a DRP4 should keep a I7 9700K (overcloked)Sort of cool ??

Why? DRP4 can hold 44mm tall sticks like the Trident Z RGB, there's no reason why it wont fit the Aorus Master's heatsinks (which are way lower)

Yes it's enough cooling without crazy voltages, or rather there's no better choice than this or NH-D15 or Cryorig R1 Ultimate (similar performance), if it cooks you'll have to live with it.

Changed SSD and HDD: SSD performance and durability is much dependent on capacity, at today's prices I dont see the point of going for less than 500GB. I've gone up to 1TB here because this capacity has the highest capacity per dollar ratio. Also fast NVMe drive that could compete with the Samsung 970 Evo (a bit worse) at a much better price. HDD simply for better capacity per dollar ratio

 

Graphics card is different: saved $100 without affecting performance

 

Changed PSU because RMx has more stuff than you'll ever need

 

Added fans because the 678C only comes with 3, not quite enough if you want to focus on low noise levels and run them at lower RPMs. Phanteks static pressure fans goes to the pretty blocked off front, ML140 Pro goes to the back (I have the 120mm versions at 1600RPM, really good at pushing a ton of air without noise from the motor even at top speed)

Note that the fans the case comes with are SP140s, known for decent performance at the cost of really high noise levels. I dont know why Corsair uses these in a silence-focused case but this is what they did.
