Can't uninstall RocketDock

I want to uninstall RocketDock to reinstall it cleanly. It's telling me that another program is using it (Error 32). I've killed it in the Task Manager and restarted. I can't figure out how to get rid of it

Have you tried uninstalling it in Safe Mode?

Else...try something like Revo Uninstaller, maybe in conjunction with Safe Mode?
