why cpu cores sleep

hello

 i have ryzen 3700x and somtimes my pc lagging

I OPEN RYZEN MASTER AND FOUND ALOT OF CORES SLEEP

Becasue your system is idle, look at it while under load...

Not every core is needed all the time. Its trying to conserve power, and helps to remove greta thunberg off your nightmares.

Um. My Ryzen never sleeps while gaming.   it's kind of like all cores run at very similar speeds under load,  all the time. 

 

Edit: I misread lol. Well if the PC is idling that certainly is normal that the cores sleep.  It's a feature, of all modern CPUs I would hope.

Bump. 
Just got my new computer yesterday. Getting the same readings. I understand if it's not currently gaming it doesn't need to use all the cores, but them being asleep, does this explain why it is lagging? If so, how can I make them not sleep so that the lagging stops? 
My system is fresh, brand new and still lagging. I've been trying update drivers (with not a lot of success as my computer did not come with a CD drive) and it's driving me insane. 
 

Windows 10
MPG X570 Gaming Edge Wifi motherboard
Ryzen 7 3700x Processor
Nvidia Geforce GTX 1660 super graphics card 
sx8200 pro 256Gb ssd (running OS Windows 10) 

**Update** Changing setting in the BIOS from RAID to AHCI seems to have helped.... would like opinion on this. In the event the problem persists, what else could I try? 
(Please keep in mind, this is a FRESH install. I have nothing on my computer except for one song to test sound/lag and these monitoring programs to detect the lag)
