Will i be able to use a r5 3600 on this mobo https://www.amazon.de/Gigabyte-Ga-B450M-DS3H-Motherboard-1-Port/dp/B07FKNM8FQ/ref=cm_cr_arp_d_product_top?ie=UTF8 or do i need to get another one? And if it doesnt work with that will it work with a r7 2700x?

It will work with the 2700x out of the box.  A bios update will probably be needed to work with the 3600.

I dont have another am4 cpu is there a mobo that will let me update it with no cpu?

Don't get the DS3H it barely can hold a 2400G overclock stable..... that the worst B450/X470 board.

Half the MSI boards have Flashback button, other then that it's the Asus C7H.

I have decided to buy the r7 2700x is the a good budget mobo for that 70$ to 85$ maybe

I would cut into the 2700 and get the 2600 or maybe the 2700 and overclock it, then buy the MSI B450 Tomahawk. You will be able to run any CPU on this board in the futur.
