Sisters Game Dev Build?

Total Budget is $800 usd.  Parts will be bought over the next few months.  $400 will be available going into black friday.  Not worried about peripherals.  My sister is wanting to start messing around with game development tools, specifically mentioning Unreal engine 4.  She is also an avid console gamer, so yes she will be gaming with this pc as well.  Here is something i came up with, the case i just threw in there as a spot holder.
