FPS freezing/drop constant problem without any fix?

Hello, so i am running into a problem with my laptop pics at bottom.... and i didn't knew where to post it, so i posted it in here.... @admin ?
So it occurs all the time on all games, no matter if OS is reinstalled or not, if the drivers are OEM or internet sourced, it just does this, the thermal paste is changed too (so thats definitely not the case)
Does anyone ever get in a bottleneck like that and is there any way to fix this
BTW RAM - 2133Mhz dual channel, 2sticks of 8GB
Laptop: Lenovo y700 15isk 80nv
