Win xp error

Good day, I was helping my friend, and I have lost the feel for win xp and I need some help. When starting the pc it will only go into safe mode, but if I want to re-install window it does not want to continue, it go to the loading program and then restart, what can I do?

There is probably an issue with a driver being corrupt OR an attached device (which could be anything e.g. hard-drive) is faulty. If you can get to the advanced functions (usually by mashing the F8 key) for rebooting try the options to:

Disable automatic restart on system failure.
Disable Driver signature enforcement.
