Try stages of reseating, RAM, GPU, CPU, PSU.

Clear CMOS.

If neither of these work, check your motherboard (including the back side) for SMT's that are damaged. If you attempted to power up your system without the standoffs in place, it's entirely possible that you've shorted your board.
