Low FPS and GPU usage, Please Help!

Hello Jolly community! 

 

I’ve been attempting to build my dream mid range PC but have run into a few problems along the way, the latest being that my GPU won’t go above 50% usage While RAM and CPU are also at low usage 20-30% 

so there’s no bottle neck there but what could be causing this? Help please! 

 

System: 

CPU: Ryzen 7 2700x

MB: Asrock B450 Steel Legend

GPU: MSI Radeon RX 580 Armor 8G

RAM: Corsair Vengeance DDR4 3000MHZ 16GB kit (2x8GB) 

Storage: Corsair MP510 NVMe 240GB

PSU: Corsair CX550 80 PLUS Bronze

mind checking cable?

I’ll double check the 8 pin once I’m home but wouldn’t that cause more issues than just frame loss if it’s not connected properly?
