OBS Problem

Soo i have this weird problem with my obs and i can't find a solution for it in nearly 6 months now, i hope you guys can help me...

This problem only seen in obs in-game i cant see any stutter...
I tried to reinstall my windows(about 3 times) no change i tried other streaming programs same thing, i tried older gpu drivers(after ddu) the problem isn't got away, i tried to tinker in th nvidia control panel but nothing changed i tried to change the energy profile nothing new...

Before i streamed demanding games for my pc without a problem(R6, Sea of Thieves) at 5000 Bitrate and 1080p res(i'm not sure about that)

This footage is with 3500 bitrate and 720p(scaled but without scaling is the same too)
Soo i would love to hear a good solution maybe i left it out from my listing if thats the case i will notify you but please try to help me

what is your pc doing? is the cpu maxed out? is the gpu maxed out? is the drive you are writing the footage to maxed out?

in the attached video you can see basically cpu at ~30% gpu too
Ryzen 5 2600
Nvidia GTX 1050Ti
OBS on m.2 SSD with the games and the windows too
