I transferred cases recently and added a new boot SSD. Half the time when I boot into windows (whether that is after sleep, restart, etc) I will get an error saying "windows needs to be repaired". The other half I cannot even get to the BIOS. Occasionally the PC boots properly although it takes longer than it should with a NVMe drive.

When I was removing the stock Wraith Max cooler during the build (by pulling and twisting), it pulled the CPU out of the socket. The CPU was locked into the socket at this point. I didn't notice any damage and was extremely careful to not touch anything when cleaning it up. When I first booted though, it said "new CPU detected" as if my CPU had never been in the mobo. Seemed to work fine for a bit but now the motherboard LED flashes red (indicating a problem with the CPU) sometimes before booting.

After pressing the power button or restarting, the status indicator LED on the motherboard flashes red for about 3 seconds before turning white for another couple seconds. The PC either then restarts itself and repeats, getting stuck in a loop, OR after flashing white, the LED turns green and the PC boots properly.

I've reinstalled Windows, cleared CMOS, reset BIOS settings, and taken the CPU back out of the socket to see if there is any damage for the second time. Here are photos of the CPU: https://imgur.com/gallery/jGyEV6K. None of this has changed anything. I see no damage or anything out of place with the socket too. I made sure to install windows on my new SSD correctly (970 Evo Plus). Never had this issue on my old boot drive (850 Evo). All BIOS and drivers are up to date.

Does this mean my CPU is screwed? Or something is wrong with my SSD/windows?

Try replacing the SATA data cable.

I would try one stick of RAM, then the other. Potentially you have some bad RAM (it happens).

Have you checked for a BIOS update?

Otherwise maybe the CPU or motherboard is bad.

There are no SATA data cables, both drives are M.2

I’ll check the RAM but I’ve had it for a few years and had no issues.

There is a more recent BIOS update but it gave me other issues so I reverted to the previous one

Ah, sorry, I missed that. One of my friend's builds had similar issues. Turns out the SATA data cable had a small cut in it.

But wow, that's strange. I hope the motherboard isn't bad. Interesting that the BIOS update gave different issues though. I also have had the ryzen CPU come off with the CPU cooler too, it's not fun to deal with.

Yeah, just memtestx86 the RAM just in case (Though if you've been using it, I doubt that's bad).

I got a 3700x in the first batch.  It had boot issues and would not work no matter what config or alteration I tried (every BIOS possible, unplugging battery from Mobo, every ram config I had - 1 stick 2 stick multiple options, nothing worked).  RMA'd that thang, honestly a huge waste of my time and effort.  They had some duds in their first couple batches and there were a lot of people I have seen complaining of this.

Yeah I noticed the pattern change but I’m looking at the CPU again and I don’t see it. Some of the pins appear to have a slight white color at the base, and I’m looking at brand new CPUs and they look the same. I really don’t see any bent or missing pins

Well if the CPU isnt that damaged RMA it just in case.

Bad chips happen now and then even with intel

So I tried my PC with a new CPU. To my surprise, nothing changed and I still have the issue.

When I press the power button, the motherboard indicator LED flashes, red, then white, and sometimes green. The problem has gotten worse since I last posted. The PC will no longer boot at all and will restart itself after flashing the LEDs once through, with no results.

I was able to get the PC to boot ONCE when I took out a stick of RAM. Still got the error LEDs on the motherboard though, which means there is still a problem. I’m even more lost than before I started troubleshooting
