So I have been thinking about upgrading my RX 570 4GB to some better like a RX5700 or a RX 590 that is an 8GB card. Some help would be greatly appreciated as I may possibly bottle neck my PC as I only have a I5 3570k that has a 4GHz OC (I can OC  it higher if needed). Cheers in advance!

590 isn't worth your time, that's for sure.

It will but that doesn't matter, getting a good value card now even if it bottlenecks is the better choice since it lasts longer.

Also save for a Ryzen 5 3600 chip, motherboard, and RAM... Shouldn't cost more than $400USD if you're getting the good stuff.
