Everything is black except the taskbar

So, I've had this issue for a few weeks now and can't figure out how to fix it. Whenever I log into my PC, everything looks normal for a couple of seconds but then everything except for the taskbar turns black. Please help, I need to be back up and running as soon as possible.

Did you try checking the themes and changing it?

Does your PC have a graphics card?

If it does then update the driver.

Does the problem happen in Safe Mode?

If it does than you need to wipe your computer. If it doesn't then a piece of software is causing the problem.

Is Windows up to date?

A windows update might fix your problem.

This is something I'd suggest reinstalling the OS for. I've run into this only once at the office, and the machine typically can't get to a point where you can install anything. As an example, I was able to login as an admin to the PC and it works fine, but every time the user logged back in (even under a new profile) it would be all black but the taskbar, and you can't click on anything. It's likely a program that is installed and trying to do something upon login, but fails (Eg crashes) and then just ends up trying to reload over and over again. The most likely thing to do this is an Explorer extension that adds itself to the right mouse button menu.
