GPU drops frequency when CPU underload

SO i got a this laptop from hp
i7 8565u, 8g ram and mx130 2gb
The gpu does fine on its own always so does the processor on separate tests, the temperatures are good, but while playing games the fps always dropped.

I used GPUZ to test the gpu and fired intel XTU stress test and the gpu frequency started dropping, i think this is whats happening in the games too, is there anything i can do about it?

Possibly a power limit issue? Those are some wacky graphs though.

nope, but you could try undervolting the CPU
