Is this normal behavior for gsync?

Okay so there's only 1 way and 1 way only to run g sync perfectly fine without screen tearing. first you need to turn v sync in nvidia control panel always with g sync! when g sync was introduced back then it was forced to have it on with v sync. Okay so second step is to download riva tuner for the less input lag possible. set riva tuner to cap you fps under your refresh rate by 3 fps or 4 down. and of course turn off v sync in all your games while leaving it on in nvidia control panel! enjoy
