A GTX1080 has better performance than the 1660 by a lot, and is on-par with the 2060 Super.

1080 second hand or 2060 super, for better price/Quality
Right? 
and, where i can buy second hand GPU? amazon warehouse?

Edit : my budget is ~330$ i can't afford a 1080 even second hand ahahah

Where you are in the EU is very important for what's available, and what the prices are...
