Rtx 2070 usage fluctuation

hey i just got a strix rtx 2070 and its running great, i just have a question about the gpu usage. The clock speed stays constant but the usage is all over the place, just not sure if its normal to do that.

playing on 1080p and fps issues at all, card hovers around 55c at max
