You really don't need high temp paint for heatsinks especially if this is just for that plastic shield over that IO portion which doesn't get hot.

I really want to paint my motherboard’s I/O heatsink...

It is really hard for me to find a cheap high temp paint that is available in canada and that is white. I found this one :

Is the one i found good? Is there any cheaper paint that would do the job?

Typically speaking, cheap and "able to withstand high temps for long periods of time" don't go hand in hand.

You are on the right track for automotive paint however.

I'd visit them in person and tell them you want white paint for engine headers, they'll get you what you need.

Are you thinking about like acrylic paint or even gouache ??

It will work but you won't get a very smooth finish with brush painting compared to regular spray paint.

If you are looking for the best color sections and vibrancy automotive paints tend to be the best option, one that I've recommended and used is Duplicolor.

Yes primer is only for adhesion and coverage purposes, you still need a top coat which is what your surface will be.
