HD7970 idle state causing glitches?

Facing a problem where the card works perfectly fine while under a load with 950MHz Core Clock and 1450MHz Mem, however whenever it is in an idle state the secondary monitor connected via HDMI shows graphical glitches. The primary monitor connected via Display Port runs fine. When it's in idle state the clocks drop to 300Mhz Core and 150MHz Mem, and I suspect it's the low memory clock which is causing the issues.

Anyone know of a way to adjust the idle state clock speeds for core clock and memory clock for the Sapphire HD7970 Dual-X? Has been a while since I've played around with AMD cards.

I suspect if I can change the clock speed for the memory in idle state (bump it up to 500MHz or something) that it will fix the issue.

Unless I'm missing something, AMD Radeon Settings doesn't have any options for changing the different states for the HD7970. All I can do is reset it to defaults which locks the memory at 1425MHz, but any changes I make to any other settings (such as fan profile) will break it again and idle mem clock will drop to 150MHz until I force it back to defaults of 1425MHz.

By any chance are you running those monitors at different refresh rates?

I am. 1080p 60Hz on the secondary monitor (native) and 1440p 144Hz on the primary monitor (native).

Could the refresh rate be causing issues?
I just set the 144Hz monitor to run at 60Hz to match the secondary, but the secondary monitor is still glitching (primary monitor is fine at 60Hz)

I have the exact same issue if I run my monitors at different refresh rates, never got a fix for it, set those to same refresh rate and see if that helps. (because AFAIK AMD removed our ability to change low power core speeds after 12.x catalyst drivers)

No luck, unfortunately. Tried setting the primary monitor to 60Hz to match the secondary but it's still glitchy.

You can use VBE7 to edit your core speeds and flash that bios, it doesnt work for non standart pitcairn gpus so I couldnt change 2d speeds.

Looking at that it seems that VBE7 would give me the options I need, but I was hoping to be able to find a way to do it without flashing the BIOS (no dual BIOS on the card, so don't want to risk bricking it even though rarely use it).

As a temporary solution I've plugged the secondary monitor in to a different graphics card just to stop it flickering.
