Under utilized GPU and CPU with low FPS

Hello all,

 

PC/Specs:

AMD FX(tm)-6300 Six Core Processor

MSI 970A-G43 ATX AM3+ Motherboard

16 GB of G.Skill Ripjaws X series DDR3-1600 Memory

Cooler Master VSM 550W 80+ Gold Certified Semi-modular ATX 

500 GB Samsung EVO SSD

NVIDIA GeForce RTX 2070 SUPER

1440p GSync 144hz Dell monitor

 

 

First time posting here so I would appreciate patience as I am not quite as knowledgeable about this stuff, hence why I am asking! I recently purchased the RTX 2070 SUPER and I have been using it for a couple weeks on some less demanding titles, so I have not experienced this issue until I loaded up a AAA game. I am trying to play Borderlands 3 and I have noticed that my GPU and CPU are both sitting around 50%-80% and I am struggling to maintain a consistent 60 fps. I have a 144hz monitor so I would love to take it past that as well. When the game is at 70 fps, GPU is usually around 70% and when the fps dips to 50, the GPU drops with it to around 55% or lower. The weirdest part of all is that even if I drop to low settings and reduce the resolution massively, not much changes. Also, if I up the resolution scaling to 125% it does use more of my gpu, but frames are not increased. Turning of VSync did not appear to have any affect either. I would love any advice you guys have for this, it's really pissing me off.

 

Possible issues I've tried to troubleshoot:

 

Bottle neck: I know my processor / ram is not incredible but they are not even close to being fully utilized, even when I look at specific core usage on the CPU. Ram sits about 50%

 

Thermal throttling: I have used MSI afterburner and Speedfan to check temps and I don't think there is any thermal throttling going on. GPU is around 50-60 C and CPU can reach close to 70C which is warm but not really that bad.

 

Drivers/Bios: I have installed the latest drivers for my GPU and updated my motherboard BIOS roughly two months ago

 

Power supply: This is one I am not sure how to test, I checked on Pcpp and everything should have enough power but I guess I could try something else here.

 

TL:DR My fps drops in tandem with my GPU usage dropping and it doesn't seem to be bottle necked by anything else.

 

 

EDIT: So I just tested with Rocket League and it is utilizing everything fine. It appears to be related to Borderlands..

Your GPU is being bottlenecked by your CPU.
