So my current build is the list below (except for the video card which is the 4gb instead of the 8gb), the hard drive I have is the 2 TB version. For now I would say about a $300-$500 budget, I would like to stay with radeon graphics, less hassle with having to reinstall everything right now, just not sure where to start. Just get windows key from eBay tbh, you save 100bucks get 5 3600 or maybe squeeze in RX5700.

 

Nvm, if I say GPU the monitor is not up to it, CPU it's not like 5 2600 will be a problem. Is it for gaming?

With $300~500...

 

You could go for a CPU + mobo + RAM upgrade, a 3600 is going to have a lot of performance increase over the 2600. X570's also nice. Low latency 3200/3600 RAM can also help with gaming.

 

You could also just go all out and get a 5700 XT

I was thinking of a RAM upgrade, with the current RAM in the list above would I be able to up that to 32gb?  Also, right now the problem I am having is I have two monitors (the one listed above) and when I have a game like Skyrim SE or any other game, even say like World of Warcraft open on one, and Youtube open on the other, Youtube freezes or lags behind and defaults back to 360 or 480p resolution. I haven't been able to run youtube in 1080p with just surfing the net since building. Would that go with a GPU upgrade?
