Sound Effects like realtek control panel?

Is there a piece of software that can apply effect live and simple like the RealTek Control panel?

 

 

My nephew is severely autistic and used them constantly but after he got a new PC and HOURS of trying to figure out a way to "trick" it into working when I shouldn't I've given up. I've tried so many internet suggestions but after hours of trying I'm at my wits end.

 

He's basically begging for it.

 

Does anyone know a piece of software I can run that let him just open it and select real time effects? I mean like these:
