VGA looping after windows install

Hello, I recently setup my computer parts outside of the box to make sure everything worked properly. It did I installed Windows 10 pro 64bit, but then after it rebooted it kept in staying in a constant turning on and off of the monitor and the led light for VGA is on. And it's been like this for 4 minutes.

CPU: 3700x

Mobo: x570 tuf gaming wifi

Ram: oloy 32gb

Ssd: hp ex900

Temp gpu while my main one gets here: sapphire r9 280x vapor-x

EDIT: I RESTARTED IT AND IT WORKS NOW.
