Is by GPU getting bottlenecked?

Hello there! I've got a 1060 3GB paired with an i5-6400 with 16 GB RAM and my CPU is at 100% usage while gaming, with the GPU not seeming to go past 50%. Am I getting bottlenecked? I've had this rig for 2 years and I haven't encountered this problem ever until I've reinstalled my Windows 10 from my HDD to my SSD. If I am bottlenecked, why has it appeared now and not earlier? What CPU should I get as an upgrade?

Edit, perhaps its a driver issue.

I5-6400? I was experiencing a bottleneck with an RX 470

My apologies I was thinking of the new 6 core CPUs for some reasons. Although I wasnt experiencing a bottleneck with my i5-3470 and RX 480 combo in all games other than the least optimised.

It is weird if it wasnt doing it before though. 

Mmm... the games I play the most are BL2 (too old to matter) HOI4 (CPU reliant) and GTA V which is also CPU reliant, so to be fair I was probably asking a bit much of it, but still. Also, it would be handy if the OP specified what games they are playing for that reason

I encountered these problems in PUBG and R6S, both while having Discord open, I guess I'm just asking too much of my processor... Any upgrade suggestions?
