Cannot open apps with Java

Hello, i built my new gaming rig two days ago. Since then my friends been nagging me to install minecraft, and since i only like it with mods I tried to install optifine. And with that the problem comes, i tried to open it and it won't launch, only with 7-zip and to install optifine i need to open the. exe with Java... 

 

Any suggestions?
