So I just changed a new cpu cooler.

Wiped the old crusted compound. Attached the heatsink. It won't boot after

4 beeps code. Kinda sounds like ambulance.

And you put new thermal paste on or.....?

try re applying thermal paste but this is highly unlikely but there might be a slight chance that you shocked and killed your cpu

Heatsink have them preapplied . Fans spins.

First power on it shows gpu bios. No mobo bios and shuts off. And upon booting it 2nd time. No life. 4 beeps

I touched the cpu. But I have touched the powersupply while it is plugged before touching the cpu.

So. It's totally fried?

Looked it up in the motherboards manual, it's a thermal warning that the CPU is getting too hot. Undo the cpu cooler and make sure the thermal paste is good, make sure the fan is plugged in and spinning. Don't make it boot up for about 15 minutes to it can cool down.

4 Beeps

Four beeps means that the motherboard timer is not working properly. A hardware failure with an expansion card or the motherboard itself could be the cause of this beep code.

did any of the PSU connections get removed? 20/24-pin or the 4/8-pin?

Well fixed. It's cpu overheating.

Lesson learned. Never buy cheap cpu cooler with flimsy mounting hardware

Used old cooler. Works fine.
