So I booted up The Witcher 3 to see how much fps I could get after upgrading to a 2080ti. On max settings I get 120 - 160fps. However, when the game drops down to 120 it feels like a massive lag spike even though its 120 fps which is far beyond playable. Like as it drops down to 120 you can feel the game stutter. I dont get why this is. Can anyone explain to me why this is the case or give any suggestions/solutions etc. Thanks :)

Check your "frame-times". Thats probably the reason.

Frame-time is the time it takes for your GPU to build 1 frame, you can easily view them with a program like MSI afterburner. Just note that can also overclock some cards, use with care.

^^^ MSI Afterburner comes with the RivaTuner stat software, that's what runs the OSD (so don't skip the step where you install that). I'd set frametimes to graph + text so you can see if it spikes and still have an easily readable number. I can make a quick guide tonight when I'm home with my PC, rn I'm at work so the best I have is a screenshot from MHW last night: https://imgur.com/bqCKCRS

I have it set up to show a bunch of stats, including fps, frametime, and the frametime graph. You can see it's all pretty stable, if you're getting any big spikes or inconsistency, that'd be the source of your stutter. 

I've played Assassin's Creed Odyssey at around 30-40fps and it was perfectly playable because the frametimes were very consistent, they're an often overlooked but very important stat.
