Then it's probably not the motherboard, just double check your LLC settings maybe, it could be dropping the voltage a lot. And probably don't go past maybe 1.325V to start with

Just lock AVX offset to 0

keeping Cinebench frequency high. Running AVX instruction set is hard on Intel CPUs, so they give you AVX offset option to run it slower. This way, your CPU can run faster in other workloads.
