If you're going super cheap, get an old optiplex and stick a low power, potentially low profile gpu in it.

 

An optiplex 790 with an i5 2400 or i7 2600 and 8gb of ram should be very cheap to find. Put a 1050, 1050ti or RX 560 in it and you're all good. Try to find a fat one first because they can take atx power supplies if you want to upgrade to a more power hungry gpu, and they take full height GPUs.

The slim ones are a pain to upgrade and you need a low profile gpu.

about £500 would be great but a little more may be possible

How does this look? I went a bit over but it DOES have an SSD.

If the price is too high, you can drop the AIO for an air cooler. It's pretty much unnecessary but it's pretty silent and looks cool ¯\_(ツ)_/¯

 

I left out a Windows license because it doesn't necessarily *need* to be activated when you're building it
