Should I be worried about this? https://www.userbenchmark.com/UserRun/19639616 It's been consistently giving me this result every time I benchmark.

My Graphics card isn't even hot yet. This was the first thing I did after turning my PC on today. Is it because everyone overclocks their 1070s and makes the stock speeds look bad? (I'm not overclocking)

If it really bothers you then i would advise overclocking, but really what matters is gameplay for most people.

There is a certain amount of silicone lottery at play all of the time. I had a gtx 460 years ago that barely ran at stock speeds and forget any overclock, it gamed fine for what I played so it didn't bother me too much as factory settings were stable. fast forward a few years I had a gtx 770 tha ti kept for years because it was a cherry sample. it overclocked like a dream, it clocked up stable at ~+20% clocks.

As i observed on GTX 1070 Ti

If i play game on Driver 4xx, my GPU usage stays between 50-70%, which also means less fps

where as

if i play games on driver 399.xx my GPU usage stays between 90-99.

So nvidia new driver versions are crap, don't use those. I know for some games you must have new drivers, your call !!
