The games that I'm playing (that include Fortnite, Rainbow Six Seige, CS:GO, and others) isn't, doesn't or won't use my GPU power to the fullest potential.

When I can get my game to work correctly my PC runs at around 45% CPU usage and 90% GPU usage. When it doesn't run right (what it's doing now, not running correctly) my CPU runs @90% maxing out @100% which causes the game freeze or FPS drops as far as 20 FPS to 45 FPS, whilst my GPU power won't go past 70% usage. BTW these figures are coming from task manager.

Another note is that when I minimize the game for a sec and get back to it it seems to run perfectly for a few seconds and then starts to lag.

Now many of you may conclude that it's a CPU bottleneck but this problem only started recently, before that I was able to run games at around 100 FPS on low to medium settings without any lag,

temps are also fine with no thermal throttling, CPU reaches 80C and GPU 70C on average.

PC specs:

Computer name: OMEN by HP Laptop 15-dc0xxx

CPU:  i7-8750H 6 core 12 threads @ 3.9 GHz

RAM: 1x16 GB DDR4 2666Mhz

GPU: GTX 1050Ti

Troubleshoot attempts:

-Set the game to use High-Performance Nvidia Proccesser in Nvidia Control Panel.

-Use High performance setting in power option.

-Reset windows without deleting my files.

The last one is interesting because it actually fixed the problem for a few hours and then the problem returned.

Any help would be very appreciated.

Thanks

check background tasks, though I'm surprised that you arent bottlenecked by the single channel memory at first.

A slight update on the situation, yesterday I plugged in another monitor so I can watch the stats as I play in fullscreen and I noticed that the game was just using 60% - 80% and the rest was going to system and windows desktop manager which made the CPU usage up to 100%.

But after playing for a while my game started to run smoothly again so I thought ok maybe it self-maintained or something, but when I launched the game today it started lagging once again, it's like a loop.
