Good Upgrade?

I currently have a PC with an i5-6500, gtx 1060 6gb, 16gb ram, 1tb hdd, 128gb ssd, 650w psu, 2 1440p 144hz g-sync monitors and I've been experiencing frame lag and my cpu is constantly at 100 percent. I have around $500 and I've been told I should upgrade to this. Is this a good choice?

I've also found used GTX 1080's in my area for around $320 so maybe that would be a better option for the gpu.
