Mouse Problem

Assuming you got W10, you got couple of settings that might cause this issue.

Settings app > Devices > Mouse.

You can change the slider bar I marked in red, OR click on that Additional mouse options I marked in green then change settings in 

Wheel tab. (You can try my settings, they were the default settings for W10, I never changed them)

Could someone help me please? My mouse is double (maybe triple), scrolling on web pages and in microsoft office applications, pretty much anything you use the mouse wheel to navigate. I have tried adjusting my mouse settings to no avail, i have replaced the mouse and still have same issue. Mouse is bluetooth USB. What in the hell causes this? i've googled pretty much tried everything, it's so annoying you can't scroll anything without missing much of the content,. Please help.
