Not booting into windows

Hi all,

 

I just upgraded my pc but now it won’t boot into windows (it boots into the bios fine). It freezes on boot and my fans ramp all the way to full power but nothing happens. I’ve tried resetting the cmos but it didn’t do anything. I also tried booting into safe mode but it freezes as well. I’m lost with what steps to take now. If anyone has any ideas please let me know. Thank you.

in some cases when you change the motherboard you have to re install the windows

So I’m trying to install windows but it’s doing the same thing. I’ve selected in the bios the USB drive to boot from but it still freezes on windows set up and the fans ramp up. I’m completely lost in what to do
