I have a 1060 6gb, i5-6500, 16gb ram 1tb hdd, 128gb ssd. I play alot of rainbow six siege but when playing my cpu goes to 100 percent when I'm on low settings. I think I'm experiencing a bottleneck and want to fix it. I have a budget of about $200-$250 and need a new cpu and was wondering what I should get.

lowering graphics reduces the load on the graphics card, which can inadvertently increase CPU load. Still, a new CPU would be nice considering the aging quad core you've got.

That CPU shouldn't be bottlenecking that bad in Siege...

 

If you're looking for an inexpensive yet significant upgrade, I'd save a little more and get a Ryzen 5 3600 and motherboard. It'll handle all the rest of your components just fine, and should come in around $275 after taxes and shipping, depending on your location.

I went to look for a B450 motherboard that would make hitting that speed easy but that's not super easy to find so I'll suggest this:

My friend uses an RX 580 and this CPU for his 144 fps rig in siege, works pretty great. While the RX 580 doesn't get 144 quite so much, it manages about 120. what is your performance target?

so yeah, if you upgrade to the 2600 your limiting factor will be the 1060, but you'll be able to lower the settings to bump the framerate. I actually overclocked my roommate's 2600 to 4,0 all cores just for fun, no improvement to R6S frames so that's how I know it was a GPU limitation.
