So I plugged in my apple charger to my PC to connect my Ipad 2 to itunes.  And I got an error saying USB hub surge or something like that. Now the front panel and back mobo usb's wont work. However my PCI e usb 3.0 does. Any idea how to fix this problem?

my case front usb doesn't work because its shorted out, idk know how you could fix it, is this a issue from the mobo or the cases front panel

if it wont work for the mb either its a mb problem.

I dont know the real solution but you could get something like this or this and plug it into your usb3.0 port that works.

i5 3570 | MSI GD-65 Gaming | OCZ Vertex 60gb ssd | WD Green 1TB HDD | NZXT Phantom | TP-Link Wifi card | H100 | 5850

The motherboard has probably turned off the USB ports to prevent further damage, unless it was so severe that it fried the controller. Unplug anything connected by USB and remove the USB 3.0 PCIe card, then boot into Windows. See if it works when you plug in something low power, such as a keyboard.

Plug an appliance into a wall receptacle.  A circuit breaker trips.  Are wires in the wall destroyed?  Of course not.  The word surge, in this case, refers to a same thing happening on that USB port.  Your appliance tried to consume too much power.  So a USB's circuit breaker tripped.

A house circuit breaker is reset manually. A USB's circuit breaker is reset by power cycling the machine. You must even disconnect from the wall power point.

However, if USB power was excessive, then where was it going?  USB port has power wires and signal wires.  If that excessive current went via signal wires, then damage may have existed before or after the USB's circuit breaker circuit tripped.

Unfortunately, this is considered too complex for most computer techs.  So tools to determine what happened are difficult to find.  IOW either it works or it doesn't.  A surge message said something drew too much current from that USB port.  In most cases, no damage should have resulted - assuming nothing else was catastrophically defective when the connection was made.
