I just got a 'Gt 1030 lp gdd5' gpu and i have a few days to test it, the first game i tested is borderlands 2. I got a very average result here it is.(sorry for bad quality i have shaky hands)

So here iam staring at a wall and getting 77 fps, but my gpu is using 64% of its power.

 

 

Now here iam looking at some distance and my fps drop to 32 and my gpu instead of using more power to increase my fps uses even less power (only 31%) my ram cant be a issue since 8 gb is more than enough. then whats the problem?

Are you experiencing issues in any other game? If not, Borderlands is the problem (quite likely - Gearbox have shit optimization capabilities)

Yes that would be a likely answer but i have seen countless videos of similar hardware playing this game a million times better.

GPU-Z can give you a perf cap reason (utilization/thermal/power/voltage/reliability etc) - use that to check the card.

 

Imo, it's likely Borderlands is running either into a 32-bit limitation on RAM (limited to 4GB of usable memory for 32-bit applications) or it's having issues with the old FSB-based Core 2 design.

That old core2quad certainly isn't doing you any favors; the cpu usage is quite high in those pictures.

How can i run it at 64-bit

i have gpu-z but dont know what you saying

and in the screeshots the game is using 4000+ mb of ram. it used to be stuck at 3500 mb when i had 4 gb of ram.

ok so this guy has a weaker cpu than mine, half the ram, weaker gpu and yet his gpu usage is 90% which gives him constant 40-50 fps while my gpu is struggling to reach 40% usage when i am not staring at a wall. and he is also recording meaning he is losing 5-10 fps.

Yet he has better performance at the same settings and with a weaker hardware.

Look at the Perf Cap section of GPU-Z

Where it says Idle on my screenshot - that's the section that tells you what is limiting performance.

btw i am downloading fallout 4 it might be done by tomorrow ill post the results here and see if borderlands 2 is capping the gpu or something else.

Keep it - it's perfectly fine.

 

Also - FO4 is another poorly optimized game. Run something like Rainbow 6 Siege or CS:GO for a good idea of your GPU's performance.

BL2 is a poorly optimized game that is CPU heavy. What's your view distance? Other graphic settings? Physx settings?

I find that changing the ragdoll/particle settings to help the CPU greatly. Also, it's well known that BL2 does not run well even on the highest end hardware. Same with me.


You could try setting power management for your GPU to max performance here: https://nvidia.custhelp.com/app/answers/detail/a_id/3130/~/setting-power-management-mode-from-adaptive-to-maximum-performance

 

...as well as on your CPU by going to the power management control panel and either choosing the High Performance plan or setting min processor state to 100%.

 

Did you check the temps on your CPU/GPU to make sure it's not throttling?
